Hal Campbell currently serves as the Executive Director of JusticeAcademy.org, which is an affiliate of the Accrediting Commission for Law and Justice Education (aclje.org) . He also serves as a member of the teaching faculty for the University of Maryland concentrating in the areas of criminal law and public policy and he serves as a member of the doctoral dissertation committee for the CUNY’s John Jay College of Law and Criminal Justice. Judge Campbell recently concluded a term of service as a member of the judiciary in the State of Montana. His appointment to the bench was bestowed by the Montana Supreme Court, Commission on Courts of Limited Jurisdiction, where he served as Sub-Judge of the Justice and City Courts of Richland County, Montana. Prior to this appointment to the bench, he served for over twenty-five years as a tenured professor and department chair with the California State University at the Long Beach and Humboldt campuses. Dr. Campbell’s public policy and law enforcement experience includes a variety of senior management positions with the County of Los Angeles.

This lecture deals with a seldom invoked judicial option, which is specifically designed to enhance the prerogatives of the lower courts in extending their reach beyond the maximum allowable sentence under the law and to provide a mechanism whereby the court can impose stringent sentencing conditions that address the multivariate nature of an offender’s criminality. This brief presentation explains the philosophy behind the use of deferred imposition of sentence, along with a multivariate sentencing and release strategy that seeks to force behavior modification and treatment as part of the sentencing conditions that are invoked by the court. Last Chance sends a clear message to a potentially salvageable offender and affords a reasoned program of addressing an offender’s behavior to eliminate certain factors that result in temptations and choices that have brought the accused to the attention of the justice system. This project holds tremendous nationwide potential as a community based sentencing alternative to demonstrate compassionate justice, but with teeth.

This brief seminar was developed to assist law enforcement leaders with planning and evaluating directed patrol and strategic enforcement operations. The seminar covers the element of correlation analysis, linear regression based crime forecasting, time-series crime rate projections, and determinations of crime prevention effectiveness and cost-benefit analysis. The methodology presented within this writing addresses the very complex aspects of multivariate-multidirectional strategy planning using Discriminant Function Analysis for either homeland security strategy or domestic law enforcement operations. Thinking in multiple directions is the cornerstone of anticipating potential threats, deliberation of the controllable factors associated with such threats, and mitigating prospective vulnerabilities by influence over those factors we control. Clearly most people within this professional arena do not build such complex models in support of their efforts, but this article does open the possibilities for such in depth deliberation and encourages us all to think in a multivariate-multidirectional frame of reference in order to game such scenarios when the opportunities exist. Analysis of Prisoner Escape Potential
Submitted in partial fulfillment of the requirements for the doctoral degree in criminal justice with emphasis and specialization in public law, criminal justice, mathematics and statistics, and criminology at Claremont Graduate University, 1983. This dissertation was authored in response to the increasing frequency of prisoner escapes from minimum security facilities managed by the Los Angeles County Sheriff’s Department. The study was undertaken at the request of Sheriff Peter J. Pitchess. It was created using a combination of empirical methods, culminating in the creation of a Discriminant Function Equation to provide a predictive formula that could be used as a classification mechanism for new prisoners in order to discern their probability of escape potential and their subsequent housing classification predicated upon the risk they posed to the community.
