the diagonal red stripes represent st. patrick who, although is associated with ireland, was a welsh citizen. Therefore it can be argued that wales is represented on the union flag

When the flag was designed, Wales was just a part of England so they weren't included as a separate entity like Scotland and Ireland.

Anyway, the Union Flag is fine as it is, if they added the Welsh Dragon it would ruin it for me and lose any nation feelings the flag is meant to invoke.
