Outside of sunshine, like on a rain team, it would be nice to throw off leaf storms and just keep getting +2 to Special Attack each time. Veno is bulky enough to pull it off, and with either synthesis or Giga Drain, it could top off its health and keep on sweeping with +6 Special attack LS, GD, and whatever coverage move(s) you want.

Sheer force is nice, but I think adding some versatility and having 100% accuracy Dynamic Punches, Stone Edges/Head Smashes, Megahorns, or even just Megakicks would be a useful addition. Plus, his SP Atk isn't horrendous, and he's got access to Blizzard, Thunder, Fire Blast, and Focus Blast. So you could have a Sheer Force physical brute, a No Guard physical brute, or a No Guard special attacker. The versatility would probably throw a lot of folks off and make predictions a pain in the ass until they could figure out what the hell you're running.

I read this as a thread for pokemon that aren't really noticed in the Meta right now that would shoot straight to the top as a prominent member of 75% of OU teams.

What would you propose instead?

Yep, and Close Combat and Super Power would give bonuses instead of cause reductions... if Poliwrath had them. I hadn't double checked to be sure that it had the moves necessary to make the most out of Contrary, so please excuse my mistake. Instead, just substitute any poke with access to highly damaging moves that also normally reduce a poke's stats, like Hammer Arm or Overheat. Golurk, for example, could be a beast with Contrary, but it's already a fairly well to do poke.

I find Liligant to be a bit frail, and I don't see it as much of a special wall. It has pretty good speed as is, and I think would benefit more from being able to land a 140 BP stab special attack and get a +2 to special attack than to get a +1 to speed, Special Def., and Special Atk, and not do any damage on that turn. You still have sleep powder if you want it, or you can go for substitute and synthesis to help stall and build up stacks before unleashing LS and a HP with good typing. It kinda sucks that Liligant doesn't have a lot of wiggle room for type coverage.

You're still stuck with 4 strong grass moves, a psychic move that requires the enemy to be asleep to pull off, and Hidden Power. Tinted Lens gives a boost when hitting Fire, Steel, Bug, Poison, Flying, Grass, and Dragon types, and it doesn't become a super effective attack, it becomes a move with doubled base power that then gets factored against resistances, so at best it does normal damage.

Fire, Bug, Poison, and Flying types are also likely to be packing STAB moves that will wreck Liligant. Steel and Dragon will just not give one third of a damn about the attack and retaliate with either a type coverage move or just start setting up to sweep. Liligant needs some moves like thunderbolt, ice beam, scald, and flamethrower to show off that nifty special attack.

These would only work if the pokes still automatically switched into the appropriate form, or if they stayed form locked to match the weather they cause. Otherwise you'd have closed Cherrim and "normal" Castform in weather they would otherwise be able to handle.

I like Levitate Magnezone and technician Weavile though.
