Filler seasons tend to be a bit more fanservice-laden than the main arcs. The Battle Frontier arc had Ash using a bunch of his second-string Pokemon like Tauros and Snorlax all the time, while he called back all three Kanto starters for the final match. (and had an entire episode where the four of them just hung out like old times)

They drove away their existing fanbase for some sort of metrosexual Japanese hipster who plays Pokemon on the bus every day, but that fanbase is obviously a lot smaller than what they're used to. So in short: yes.

They're wrapping things up.

The Anime is either over for good, or over for Ash. Callin' it.
