    They're natural growths.

    Hypno's pendulum is a ring of meat hanging from loose nerves that come out of his fingers. The enemies are hypnotized because they are unnerved by this image.

    Kadabra's and Alakazam's spoons are growing out of their hands and are soft, elastic and full of muscles. It might seem the Pokémon use their psychic powers to bend them while in reality, they're just moving them like fingers.

    Cubone's bone has grown through his hand and is still connected to his body via thin fleshy strings that are not visible to the naked eye. When it uses BONEMERANG, it comes back because they pull it back with their fleshy nerve things.
