MGS2 fits it pretty well.

Metroid Prime and GTA IV are kinda close.

I have never heard anyone call any GTA game, Metroid, Killzone or LoZ "Citizen Kane" of video games. Even those who gave the games a 10 out of 10. They aren't even exceptionally story driven games, so that comparison would make no sense at all.

In terms of story and environment, it was a pretty big step forward. Also, Driver 2 had open world similar to III a year before it came out.

Citizen Kane was not the hugely innovative film most laymen/plebs think it is. Almost everything in the movie had been done before, not just narrative techniques but the editing and cinematography as well. Why CK is remember is because it combined all of these things into one film, and did so in an impressive way. Plus it was american.
