I actually know a guy who got permabanned (as in, can't even log in) from Steam. He ran a griefing group and had about 5000 hours across L4D2, CS:S and KF, all spent fucking up people's games.

So it is possible to get an account banned completely from Steam, you just have to be an unrelenting asshole for literally several months.

It's stupid to suggest that Valve would lock his account for one reason, even if you believe Valve is evil like the idiotic sheep you are, you need to look at the facts here.
Access to his games was not limited, he has full access to multiplayer as well. He can still download his games as well. He is not being forced to re-buy anything here.
