As soon as I plug it back in, it tries to boot but does nothing. It sounds like only the PSU is running.

Take a picture of the motherboard inside. You should have the big 24 pin connected to the motherboard and another 4 or 8 pin connected next to the processor.

Also check that you didn't budge a ram stick. Flip the tabs and pull one (or both) out then replace making sure they are locked down.

I'm assuming all you did was swap processors though, is this true?

Try putting the old CPU back in and see if it powers up, if it does then your CPU might not be compatible. If that's the case I'd email dell customer support for a list of compatible CPU's with the available BIOs

What about the POST test. Do you hear a beep? a series of beeps or no beeps. If no beeps your motherboard can't respond for some reason. If you get a series of 3 or so beeps its your RAM

its either a 4 or 8 pin. If you have the 4 pin dont worry about the 8pin. Looks like you have the 24pin also. If you dont hear the initial POST beep then like i said the problem is your computer cant even get the bios running. Usually a mobo problem/faulty psu (but thats been ruled out) or CPU could cause this. Last thing to do is connect your old CPU. Its the only thing i can think of. It happened to me once 10 years or so ago. I did a CPU transfer from a computer that wouldnt boot with no POST to one that could use it. Ended up frying both computers cuz of the bad CPU in the first one. hopefully that is not the case
