Well lets just consider the fact that the Mega Buster is shooting concentrated pellet of high energy plasma. The Robot Master take a few dozen of those right up the ass before they die. Either we assume that humans stand No Chance Whatsoever and Protoman's just an asshole, or it is possible for humans to take out the Robot Masters (or at least -help-) and they just aren't willing to try.

Personally considering Light and Joe overpowering and killing a Sniper model, I'd have to assume it's the latter. Besides, Protoman didn't want them to do it all on their own. He was willing to help them.

And as the material implies, if even ONE person had stepped forward during his argument with Megaman, he would have stepped aside or something. Which of course is the subject for a fuck ton of Protomen fanfics apparently.

One of two things. Either this universe Protomen is based in is so far from what Humanity is really like that it doesn't count, or it is the first.

Look at every single occupation since the beginning of recorded history. There has and always was resistance. Even when the odds were near impossible Man has always fought back when under the rule of a tyrant.

The fear of death simple doesn't phase some people as much as it should and the chance to rise and fight against Wily should have been a calling at the very least a few souls couldn't resist dying for. The fact that no one stood up, twice. Implies they know exactly what the Robot Masters are capable of. Something I would gauge as Casshern level speeds and OH SHIT SUPER FIGTAN ROBOTS! The RM's and Wily's army of mecha death were not tyrants. They were not things you could hate. They were death. Plain and simple. Not even the most stubborn rebel will jump into a pressure roller just to spite its gears. For that level of fear to be instilled in people the amount of destruction the RM's must have showcased was beyond the shadow of a doubt beyond the scale of any Man to assault.
