So the idiots made a rating system, but they never created a "18+" type category. It just never occured to them. Then games began to have more graphics. It was time to change the law, but Australia is crazy about changing laws. Pretty much everyone needs to be on board to change one simple law. There has always been some opposition to creating an 18+ rating, usually just by one person, but in the land of idiots all it takes is one person to screw everyone over.
