/tv/ is probably one of the worst boards. It's filled with freaks and celeb stalkers with their "waifus." I swear, I went there once to talk about a movie, and shit was stacked high with waifu discussan, most disturbing of which was all the child celebs. Fuck that place.
/v/ is still worse though, simply because at least /tv/ talks about board related things.

I'd say /co/ is probably the best board on 4chan. I know little about comics so I'm not sure why I go there. But I almost never see any errant posts...ever. Plus the people there are pretty friendly. The only reason I come to /v/ is for the fighting game threads
