Visual appeal. I use a Cel-Shaded skin as I liked the original cel-shading TF2 had.

It's not bad to have skins. Hell, I have tons of them. Sometimes it's even a little necessary due to the fans often fixing issues Valve left in, such as the awful textures on Scout's bandage wrappings.

OP isn't the creator of this mod. He found it on Facepunch and is posting the picture here. One of the members of Facepunch is creating an entire mod for all of the characters. So far the Pyro, Engineer, Heavy, Soldier, Demo, and Medic are finished. When he finishes everyone the mod will be released.

I don't like the particular look of an item, I get a mod to change it into something I DO like.
