Halo's biggest problem was the level design, for the most part, was ridiculously repetitive to the point where levels like the library were just the same thing repeated over and over. I still think it had the most interesting story out of the three because it had the most mystery to it though, but I think Halo 3's campaign has a large amount of variety in level design and gameplay.
