She wasn't, and they weren't. Those characters were a little bit overpowered, not broken.

The main reason it's argued that they were broken is because Hakumen and Tager got destroyed, but that only shows that those two characters were fucking horribly bad than that the zoners were broken.

Nu was considered the best character in the game for quite a while before Rachel took her spot.
