There's an offline story mode, which is a tried and true RPG, you control an established main character.

Then there's an offline-online merged mode exactly like in PSO where your char can gain levels offline and go online, or vice-versa. There's probably not a lot of storyline involved.

But, yes. You can make a character, level it up offline, and then go online.

The closest relation I could give you would be like a hybrid between Monster Hunter and Kingdom Hearts, battle system wise.

It's an action RPG with ranged, melee, and magic combat. It's done very well.

I far prefer the play control of PSU to the ultra stiff controls of PSO. In PSO, I couldn't hit the broad side of a barn with spells, and my sword swings missed just as often. In PSU, I was a one man army.
