No, at the moment the community is pretty awesome, I've come across a few of your stereotypical "black-gangsta" style criminal, but appearance is as far as it goes.
Police acts are restricted to when you are on a mission, however, you can "witness" crimes in progress when you are playing as a cop, this activates a mission so you can act on them.
You cannot shoot while you drive.
Crims can hijack cars and sell them for cash, enforcers can commandeer cars without penalty.
We are in a beta so we are only getting a taste of very basc missions.
I play a crim, and I've seen a lot, missions vary from blowing up buildings, torching properties, cars, robbing shops, mugging, ram raiding stores, graffiti, sabotaging enforcers, killing hiugh profile enforcers, the list goes on.

A mixture of the 2. Missions, characters, dialogue (what little there is in beta), designs, etc, can take a serious tone or a lighthearted tone, or a combination of the 2. It is probably edging more towards saints row though.
Car handling is ok but it's too early to tell, when the game lags horribly (and it has been from time to time, since we're only a few days in) cars handle like fucking roller skates and you need to be psychic to drive them.
I believe you can play your own music, but yes, I think so.

All combat I've seen is Player vs Player, there are a few very rare mission where I've had to kill an AI NPC, but they always had shitty weapons and when you're in a team you can breeze through them like you have no clip on.
Combat works like this: You're given a mission, if your notoriety/ prestige is high enough you will have APBs put out on you, where other players will be assigned to stop you.
Notoriety/ Presige works like this:
level 0: No APBs will be put out on you
Level 1: APBs may be put out on you, but it is unlikely
Level 3: APBs WILL be put out on you, but you will be evenly matched, or maybe even have the upper hand
Level 4: APBs will be put out on you, whole teams of 4 will be sent to take you down
Level 5: You are an open target, anyone can shoot at you.

You gain Notoriety/ Prestige by breaking or upholding the law, you shoot up to level 2 after about 2 or so missions, after that it gets tougher to raise it.
Notoriety and Prestige reset every day.

No but you do have equipment and upgrade slots which you can use to specialize however you want, upgrades can range from increasing weapon damage or how quickly you can reload or switch weapons, to increasing your health and stamina or movement speed, they can also give you abilities to perform certain tasks faster, such as breaking into cars faster, or they can give you support abilities such as being able to dispence ammo to your team mates.
Also, since you can only carry 1 primary weapon and 1 secondary weapon, these pretty much define you as a "class". If you carry a sniper rifle, you're a great asset defending an open area, if you're a heavy weapons guy you're great at backing up your team mates if you get surrounded.

Pistols are your secondary weapon, however, some can be pretty powerful, and you could use them as your main weapon if you use them right. Remember, if you decided to use something like a rocket launcher as your primary weapon, you'd be a powerhouse in most situations, but your low ammo, long reload and slow rate of fire will have you at a disadvantage in close quarters or against someone in high cover. Using a pistol and using it well is essential if you decide to use a more specialized weapon like a sniper rifle or a grenade launcher.
