I am a game developer and can honestly say that the problems stem from publishers and people with the money looking at statistics to tell them public opinion (on what will get them more money).

The only hope is for a strong developer (one of the big names) to stand up and implement a black character who is not a stereotype.

A problem with this is that most white characters are still stereotypes, except a wider range and less over-the-top.
