because the top 3 characters Nu, Arakune, and Rachel are all zoners. They can just lock Tager down before he can do any REAL SOVIET DAMAGE. Poor Tager doesn't really have any way to approach them except just trying to spam sledge and charging his spark bolt. Against the other characters like Ragna, Haku-men, Noel, Taokaka, etc who all fight at close range like Tager he's pretty good. Most people online are noobs and don't know how to properly zone.

Characters have standing semi-infinites on him, some characters do more damage against him than any other character, he doesn't have a good anti-air, can't work for shit w/o magnetism, he's huge, not fast enough, can't double jump, not enough range on anything, breakable throw combos...list goes on.

Oh yeah, loses to pretty much every character - besides Haku-Men.

Haku-Men in pretty much as slow, though he has the advantage in the air - but he also needs to charge up to do anything special. He can zone Mr. Tager, but Haku-Men is easily the least of his problems.
