Depends on the setting. If I'm in a game store or an anime store I'd say that it's to be expected. I usually try to get the introverted gamers talking whenever I'm in a Gamestop by having loud, opinionated conversations that pull the Fatlus kids out of their shells, if only for a minute.

But if that kind of person came up to me on the street I'd be a little creeped out. Why don't you just shave and put on some decent clothes? That'll help quite a bit, and hey, it'll mark off another box on the checklist.
