One reason is that they don't have the same legal weight behind enforcing copyright. We'd be doing the same shit with a copyright regime as lax as theirs. This is probably somewhat to do with them having one government for a huge fuckton of space, no private company is too big to fail and there are too many to shore up with costly government enforcement anyway, so why should the Chinese government have ever given any fucks about protecting them?
