GTA, but you could switch between Clark and Supes for traveling/fighting, yet the game focuses extremely on being a detective, solving mysteries, protecting innocents. Kind of a half and half, half the time you're playing Supes missions (lifting burning things off other things, etc.) the other half is being Clark sleuthing up the place doing dialogs, and playing politics/relationships (while still being an alien that doesn't 100% understand being a mortal human).

Contrary to most opinions in this thread, you could indeed have a Superman Game, but the main bad guy would have to be Darkseid, or Doomsday.A lot of the game would be played as Clark Kent. There would be a stealth element, as you would need to make sure nobody can see you transform into Superman. There would be puzzles to work out, and stealth sections, some bossfights, like Lex in his Kryptonite suit, Metallo, etc, all leading up to the final fight with Darkseid or Doomsday.This could also work for a Justice League game, where you play as multiple heroes for a large variety of mission types.

Instead of complaining about how overpowered he is, why not just depower him?Superman is basically a living solar battery. He doesn't need to eat, sleep, or take a shit, sunlight is all he needs to live. So at the beginning of the game you have Superman bursting into some lab to save the day when suddenly some lab experiment/monster jumps him and drains all of the solar energy from him. This is where the game really begins.So now you have Superman trying to fight crime when he's at the point where bullets can actually hurt him and he can't even fly. Throughout the game he absorbs sunlight until he's finally at the strength levels before the accident.

Sure superman is godlike, but he cant use his powers at full capacity. He has to choose at every moment the correct power required and the proper application. Sure he could just punch with the force of a nuke, but what about the city around him? The game should focus on that control, choosing the right level of power so that only the bad guys get hurt. Like a power bar that you can set way up but would mean killing half the city. To defeat each villain you would need to be able to judge the right level of power to take them down quickly while still not killing any civilians.

Superman Returns was a start, good concept, but the execution was poor, and it suffers from being movie licensed game, so bland script and characters.
Nothing but Boss fights. About 50 or so. Darkseid, Bizarro, Brainiac, Doomsday, Lobo, obviously Lex with some Superman Busting Armor, etc.Inbetween the fights you can choose certain abilites (5 or so max) to take with you into the next fight, change outfits earned throughout the game, talk to characters in the Superman Universe, cutscenes.DLC will be Goku boss fight

Superman is godlike, so what do you do? Make a god game/action game hybrid. Disasters and supervillain attacks happen all over, and you have to manage everything. Actually change the course of mighty rivers and such. It would be more strategic than action-oriented, but you would still be able to fight supervillains at key moments.
