"The ISPs can waive the mitigation measure if they choose and not one of the service providers has agreed to permanently terminate service. "

this basically means nothing. no sane ISP is going to be dropping customers for pirating, unless forced to by law. they may send a few more notices, or as the article stated cut your download speed for a while, but none of them will drop customers over it.

all this is is a show of good will towards the RIAA MPAA etc by ISPs, but that good will ends if it costs them customers

They'll work together RIGHT UP to the point one of them starts being adversely affected by the teamwork. Then they say, "Right, then, well, it's been fun, but fuck you to hell."

DDL isn't safe at all, even compared to bittorrent.

Your ISP sees exactly what you download when you DDL, if you torrent and have a VPN or plain old encryption set in your torrent client they can't see what you're downloading.

I got astraweb 11 a month unlimited speed and a ssl connection which means its encrypted and my isp cant see what the fuck im doing.

I still have to pay for internet but I can go on usenet servers and download shit. Google it and read. Astraweb doesnt keep records of what I do and no one can see the download so im safe.

i hear uploading is less safe but theres no equivilent to seeding so itll only be if you post an original.

yeah that shit's impossible to police properly.
That's the one reason I think this will fail.
    Too many people pirate.
We're pretty much addicted to it at this stage.
People won't stop and they can't punish everyone.

Ontop of that you're correct they can't distinguish what's illegal or not all to easily.
I downloaded The Witcher 2 from Bitgamer 2 after I had already bought it so I could play it during the 2 days before it was delivered.
My thoughts are that it'll just be a stricter form of what they mainly do now.
They'll only really be on the lookout for big name recent movies and albums that they can confirm are definitely infringing on copyright and deal with them.

I don't really torrent or download much of anything (paying for media, what a novel fucking concept), but I do have a friend who was sent an email from Cox, saying that they had monitored her torrenting movies. I'm not really sure what the consequences would have been then, since then, or will be with this new bit of corporate policy.

You need to google its a bit of work if you go easy mode you can download SABnzbd and join nzb.su and itll be almost like torrenting. Theres more thing you can do but nothing this easy so just start here.

Also fuck the 15 a month for astraweb they advertise google 11 a month astraweb and youll find the deal. Also you can buy a flat package like so many gigs which is good for testing if you dont wanna drop the whole 11 for a month.

Warning though itll max your download speed so set a limit if other peeps on your internet.
