Troll thread. In Britain we have state TV channels without adverts, the licence fee pays for them. You don't need a licence to play games or watch DVDs.

To forestall the rest of the trolling, "blind" people pay a 50% licence fee, because legally blind people can still have some sight, and thus can enjoy TV.

There's about 7 or 8 radio channels, and awesome shit like the iplayer.

It would go on for a long time before it went to court. You'd get sent a fine, if you refused to pay it you'd probably get late payment penalties. If you dragged it out for so fucking long that you ended up in court you'd lose the case because the courts always stick up for the TV lisence to a retarded degree. Some dude once re-engineered his TV so it was physically incapable of recieving the frequencies that BBC channels were broadcast on and he still had to pay the fee which seems a bit silly. He took that all the way to the courts and lost.

Anyway wasn't the premise of this conversation about buying a TV for use for gaming only? There's no reason to go through all that hassle when you can just tell them you don't use it for TV and they'll say "ok" and fuck off.

It's not about blocking off BBC channels, though. You have to pay for a license to watch any television channel from the UK. That's the law. So, that guy was an idiot and deserved it.

I don't think the courts would have enough evidence to prosecute you. As long as you explained your purpose for owning a television, I don't see how you would have to pay the fine and court fees.

Yes, the Meridian area (south east) I think gets cut-off at the end of the year. We're using digital now, so it doesn't matter. I think the reason we're last is because a lot of old people live here.

I did notice not too long ago there's a new transmitter from doing a scan for a new television. Had to rely on one further away (even though Freeview said we wouldn't be able to receive it).

The issue with the TV license is that it's pretty much extortion. Even if you don't own a TV, they try to think of other reasons to make you pay and will harass you until you do. It's pretty much just a tax since everyone realisticly has to pay it or get fined, regardless of TV ownership.

Seriously, reading books, enjoying cherry picked movies and TV, music and games is the only way to be.
Reading Rainbow and TVO (Television Ontario, a Canadian public broadcasting system free of ads) didn't raise a mindless consumer.
They made their mistake when they allowed the quality of their work to suffer because they learned the masses would digest the shit they put out.

And now I shall never return to mass media, as I have the internet.

Except Obamacare sucks. No public option. It's essentially like car insurance, except for living. So if you dont't want to pay it/can't, you'll have to stop being alive.

It's also worthless. Everyplace has to cover you now but they just charge you like 1000 dollars a month for "coverage" that literally covers nothing at all. And you'll pay because if you don't, you go to prison.

Back in university we had that happen and we just put the TV on the floor in front of the couch and covered it with a tablecloth. We have a service called Freeview, which is basically just "TV" now since the old analogue signal is switched off and freeview is basic TV and comes built into new sets. You get around 40 channels and 50+ digital radio stations depending on where you live, you could also get a freesat box which gets literally hundreds of channels. 90% of them are religeous or just play weird ethnic music though, although if you wanted you can aim it at a different satellite and get lots of european channels.

The BBC funds shows using money from the licence so if the shows on the BBC are shit nobody will bother getting a TV licence. Think of it as a sort of quality control so the BBC has to keep high standards, but even so most of the TV is rubbish.

The "detector vans" are and always were a hoax meant to scare you into thinking they could find you out.

They find out people who don't pay their license by doing this:

    1) They have a database of every address in the UK
    2) They have a list of everyone who owns a TV license
    3) They figure "like 99% of the country has a TV"
    4) They check up on the addresses that don't have a license listed

They'll occasionally send license inspectors around estates/flats to do random checks, especially in student heavy areas and *especially* campus accommodation, but that's usually for places with a high tenant turnover (where someone can buy a year's license then move house after 6 months and someone else moves into that flat). Those inspectors have 0 power but they intimidate people into believing they do.

    >Yes, the TV Licence is a real thing. It ONLY applies if you watch or record LIVE broadcasts with a TV/PC etc.
    >Watching shows online after broadcast, eg. iPlayer, is absolutely FINE.
    >It costs around £150 per year for a colour TV.
    >No, you don't need to pay PER device, it's a single annual fee (or monthly if you prefer)

    As for the TVL 'inspectors':

    >They are quite within their rights to approach your property, just like any member of the public.
    >As the property-holder, you have every right to turn them away or deny them access to your property. Again just like every other member of the public.
    >They may send you letters regarding your current (or lack of) licence. These can be responded to however you wish. While it IS a crime to watch broadcasts live without a licence, it is incredibly rare for anybody to actually be called to court. The fact of the matter is that as a nation/government/legal system, we JUST DON'T CARE ENOUGH.

With regards to the video posted earlier, the uploader/homeowner was just extremely ignorant. The officer in question did exactly what she was supposed to do, and YES, by filming the TVL agent, he COULD have committed a crime by causing alarm to a member of the public. I'm not saying he did or didn't, but it was perfectly possible.

And before anybody chimes in with 'it was his property, not a public place' etc etc

A public place is defined as any place that the public have reasonable access to, either by right or payment. This includes common law right of access. So, the path OUTSIDE his house could be construed as a public place.

    BUT

I'm not for one second implying that he committed a crime by filming, or that any court would actually say he was acting in an illegal manner.

You're correct of course, filming in public is perfectly fine, even filming the police or celebrities, whatever.

The point I'm trying to make is that the filming wasn't illegal, but alarming the public could be.

(And no, I don't think he was doing anything wrong at all, I'm just stating that we need to be aware of both sides here.)

What grinded me the most was when one was interviewed and he was all like...

Well, see we don't get to decide who we go out with - our parents arrange it. We are expected to marry said girl. So before then, I have known some men to go secretly behind their parent's backs and look for young girls - these are more willing and are dressed like they want it. Some say they prefer these girls since they're tighter - the girls are practically begging for it.

How does it feel being part of an organisation that has created a huge deal of animosity between themselves and young people over the past few years?

I used to respect cops, more recently I just wait for opportunities to not co-operate with you.

By the way, what rights do I have to withold information from the police? Assuming I'm not under suspicion/arrest. I would have thought name, and address perhaps.

In the US, we have public television channels. They're funded by private and government grants (inb4 hurr taxes). For the most part they suck, but they do (or at least, they used to) air some good science programs from time to time.

    >>130597620
A TV license is a pretty foreign concept (and stupid) concept to Americans. Think of your reaction to the "pizza is a vegetable" thing a few months ago.

How many channels can you access with the license

I hate the idea of a TV license, but mainly it's the way that it's run is what gets to me. I see that the BBC gets to do these shows that would never make it on a big murickan network cos of their constant rating whoring, all because we pay a license fee. I like that aspect. What I don't like is getting half a dozen letters over 6 months telling me they're going to send someone round because I haven't paid my TV license. But I have paid it... so why am I getting these letters? Oh right, I bought a new monitor, but it has a freeview receiver built in. I sent letters back explaining the situation, inviting them to send this inspector round already. They never did. The letters were never responded to. After a final warning I heard nothing more about it.

I mean wtf is with this system? I imagine some abandoned building with an automated rusty robot someone forgot to switch off endlessly sending out these letters.

But before I forget - how did they know I had purchased a new "TV"? I bought it from eBuyer. Does that mean eBuyer submitted my contact details (including address) to the TV Licensing Authority?

It's bureaucratic bullshit at it's finest.

Read the PACE act. You don't have to give them your name or address if you're not under arrest. They can stop you, search you still but you don't have to say who you are (but then if you carry ID, they will know anyway).

One stopped me the other day for being out at night. So what if I am out at night? I'm weird - that's not illegal is it? I refused to give him my name/address and mentioned the PACE act but he was all like "I think you need to go back and research the law mate" but they'll always say this because they don't like you being un-cooperative like that.

Eventually the guy went (he never left his car) since I was pretty much being cool with him - I said I was depressed and like to walk at night. He kept saying I need to explore the world etc but yeah sure...assuming I have a job and even so, it would be difficult in this economy.

Think though, which would you prefer, to live in a country where you have to bitch at your doctor to get your ear fixed but if you come down with cancer it gets treated for £10 per prescription, and they'll do a very good job of keeping you alive, or a country where you can see a doctor straight away (for a fee), and you'll get your meds (for a fee) and if you get cancer you have to pay literally millions to stay alive. Even if you have insurance you end up paying more even excluding the premiums than you do in the UK, because of copays and other bullshit.

Well, as an organisation we're not perfect, and I know we have a bad reputation in a lot of places. All I can say is that myself and my particular force try extremely hard to undo the poor relationship between us and young people. I know the police have been assholes, and not great at their jobs, but I'd ask everybody to reconsider and judge us by what we do in the current, rather than the poor example set by some officers/forces in the past. I hope if you're ever involved with an officer, on either side of the law, that you at least understand that he/she is trying to do their job to the best of their abilities/powers. Please don't tar us all with the same brush. and most importantly, if you have a complaint, voice it LOUD AND CLEAR. Nothing will change until bad police officers are exposed.
    As for not co-operating:
If you're not under suspicion/arrest, and you haven't been searched, you are not legally obliged to give us any details about yourself. Obviously, if you're a witness, we'd rather you stuck around and helped us out, but you don't have to.
Unless you're being detained for questioning/searching in relation to a current investigation, you don't need to tell us shit. And no, you don't have to have ID on you as a matter of course.

The licence pays for BBC media, who have about 10 TV channels and hundreds of radio channels in the UK, all ad free.

They have a mandate to provide interesting and educational programming and cultural stuff that wouldn't normally get shown because of ratings, as well as entertainment, and to provide unbiased news coverage. If an independent body decides they aren't fulfilling these goals the people in charge of commissioning programming and writing the news lose their jobs.

It's required by law that if you watch live TV you have to pay the licence.

It's actually to help the person who was searched. If you think that you were illegally/badly searched, or think the officer abused his right to search, it acts as proof for your argument. It means the officer can't deny it happened.

Also, we HAVE to offer you a copy of the search record (unless you're incapable of taking it for some reason, like you're out of your face on drink/drugs for example). If the officer doesn't offer you that, or denies you it, he has illegally searched you.

    Great, which county?

At the moment, due to government cuts, nearly all the forces are closed for recruitment.

    HOWEVER

My particular force is opening for new recruits this autumn, as are several others across the country.

You don't need any qualifications (beyond being able to read/write English ofc), and you need a average fitness level. The fitness thing's easy as shit, and should really be made harder:

    >6 on the bleep test
    >able to push with a force of 33kg
    >able to pull with a force of 32kg

Also, they'd prefer it if you were debt-free (since it's the #1 cause of bribes).

Bear in mind though that you'll be dealing with a LOT of shit sometimes. You need to be able to handle pressure physically and emotionally. The first ever RTC I attended, a kid had been crushed to death by the driver's seat. THAT's the sort of shit you need to be able to handle at a moment's notice.

But it's all swings and roundabouts. Yes, it's a challenging, demanding job, but it's the best thing I've ever done. I work with amazing, incredible people, have made a lot of inseparable friends, and love every second of it. It's just incredibly rewarding to be able to actually help people in-person, in a way that no-one else can.

Seriously consider it, if you can handle it, it'll be the best move you ever make.

Additionally two police officers suggested an ex soldier take the law into his own hands and they would "turn a blind eye" which really sickened me. It contradicts the notion of the police being there to protect us. It's designed to cover little things that wouldn't normally get classed as a crime, because they aren't assaults or thefts etc.

For example, if somebody's stalking you continually, or follows you when you're walking home. Or, on the lighter side, public nudity, which could obviously cause a deal of fear or distress to somebody.

Crimes like this may not seem serious, and of course it IS subjective. Some people will just laugh off people shouting obscenities in the street, while others will find it upsetting. The law is their to distinguish between them.

What I mean is that if we turn up to a report of somebody being distressed, but you're doing nothing untoward, or the informant is clearly exaggerating, we'll ignore it. However, if someone is genuinely feeling threatened by your behaviour, we'll have a word with you, probably nothing more. (Unless you're being really crazy/aggressive etc.)

Immigration rates in the UK are going down, too.

The figures reported in shit like the Mail and Sun are taken from ImmigrationWatch, which is a fairly right wing organisation with an obvious anti-immigration bias. Which would be fine if it weren't for the fact that they absolutely suck at statistics (or they actively lie about them, whatever, the end result is the same).

most of the "SHOCKING NEW IMMIGRATION FIGURES" you see in the news nowadays include the number of people renewing their visas, that is, people who are already in the country. The number of *new* people entering the country has been declining the last 3-4 years.

The "licence" doesn't cover a TV subscription or anything, it just covers the TV. If you have a TV on, and an aerial on it picking up TV waves (which is "free" in that you don't need to set up a specific payment plan for it), or a TV hooked up to a cable box or whatever, you need a TV licence. It doesn't cover specific channels or a specific TV package, it covers "TV". Whether you have the TV on 24/7 or only one hour a year, you (legally) require a TV licence.

The money from the licences goes to the BBC for their funding, but it doesn't matter if you never watch a BBC channel, you still need to pay the licence.

The only way to legally avoid paying the licence is to not watch TV at all, but that tends to still get the same level of harassment from the licence inspectors since they are incapable of understanding that some people don't watch TV.

What I don't get is that it seems to be required for any broadcast, and not just the broadcasting that is covered by the liscence. For example, you should be able to watch some subscription service you have and not need a license so long as you don't watch any public broadcasts.

It's just another (small) tax like any other. Whether or not you use it currently isn't particularly relevant, frankly. My taxes go to the fire service too and my house has never burned down. A lot of the country relies on the BBC in some way or another (BBC news is the source of a fuckload of news in the UK. Think the daily mail, the sun, the independent or whatever actually do much original "journalism" that doesn't involve taking pictures over a celebrity's garden wall?) so it filters down to you whether you watch BBC1 or not.

    100%. If you weren't:

    >Explained to why the search was necessary
    >Told who the officer was and where he/she was based
    >Told why they singled you out
    >Told what they're searching for
    >Offered a copy of the search record

then you weren't legally searched. You don't have to consent to the search, as they have the power to search you (provided they're doing it legally and properly). However, you can refuse to be searched IN PUBLIC. If you ARE searched in public, they can ONLY remove the following clothes:

    >Coat
    >Inner Jacket
    >Shoes
    >Gloves/scarves etc.

nothing else. And it sounds like those cops were either dicks, or nervous around you, as there shouldn't have been much need for a forced search if you weren't being combative.

Great! Derbyshire's a great force. It's very similar to mine, since we're both rural counties, which means there's less serious/drugs crime, meaning you get to really help everyday people. And the bleep test is like the one you tend to do at school. Basically they're shuttle runs between two lines 20m apart in shorter and shorter time limits. 6 is just above jogging pace, and very easy. The test only really gets challenging after level 10/11.

As for the search receipt, you don't have to ask, the officer SHOULD offer you one.

Yep, I watch the show. While it's nice that the cops get to be honest to the camera and show the sort of pressures we deal with, I wish they wouldn't focus on just West Midlands/Metropolitan Police all the time. They're both poor forces, and they give a horrible impression of us. They always come off as rough and uncaring. Obviously, sometimes we have to be rough with people, but they're just poor with confrontation a lot of the time. I've actually heard through the grapevine that a couple of officers from that episode where the family party got out of hand (I think it was about 3 weeks ago) have been disciplined since filming. And rightly so.

That's because the licence doesn't just fund the BBC, it also funds other channels, and other things. Also if you're capable of receiving the show you're eligible to pay the licence.

Some states do infact arrest you for possession. The war on drugs is retarded.

England isn't much better, its too fucking small!

Property prices are ridiculous, and the government seems hellbent on forcing students into early work and out of further education.
But theres just too many people looking for work, and not enough people can afford to stay on at uni.

I might have a biased view because I live the 4th biggest black spot for jobs (Waltham Forest) but right now the area is shit.
Theres nothing to do, everythings too expensive, shits getting cursed (THEY LOCKED DOWN OUR DOG STADIUM DAMMIT).

No wonder the nations drowning its sorrow in booze.

One legitimate reason I want to leave the country:
I was attacked a little while back and felt the justice system was set up wrong.

I had to hand over my valuables, I had to take my injury otherwise I might not even be here to type this shit out.
But if I had carried a weapon to defend myself, I would be jailed for it.

The guy got a warning, I didn't get my valuables back.
He walked free, I walked with a limp.

And you know what? I don't blame him.
When you can walk up to someone and take whatever you like, and fear no reprisal because you know your victims will obey the law and not defend themselves, its not right.

I want to live in a country where I can defend myself.
And don't say "everyone carries weapons if its legal coz its more dangerous" everyone carries them here anyway.

I know exactly where one could go to buy a gun about 10 minutes walk from here.
