Intro cutscenes are auto-skips, IMO. Then the world needs to become interesting if they want me to watch a cutscene. Maybe a memorable character, perhaps some dialog or just a good art direction. If I care about the NPCs I'm far more likely to watch a cutscene. And if you can't bother to have character development outside of a cutscene you and your shitty tacked-on movie can go fuck yourselves.
