As a vaguely internet-literate person, I have a few ideas of my own.
Personally, I think I could host a something like /v/ on a modest budget (but not /b/). Slim down the HTML\CSS as much as possible, use a service like cloudflare to mirror images (also makes a captcha redundant), add down a couple of adverts and maybe a paypal donate button to try and recoup costs. Shove the whole thing on a VPS somewhere, preferably one that doesn't discriminate.

The host I'm with costs me 50p a month (no kidding), and for that I get 60GB of bandwidth per month, of which I've used 444mb (this month). It only loads about 50kb of stuff from my server (because images, cs and js are loaded from cloudflare) when you load the page, so all in all that's a lot of hits for very little money.

Not everyone uses the weird design and hosting practices I do (I have no idea if they would scale up for something as big as /v/) but I don't think it's as big of a hassle as moot makes it out to be.

How to fix 4chan for good

Allow for multiple boards per discussion topic.

An example would be to have something like four or five boards under the name /v/ and when visiting /v/ take the user to one of the /v/s. After every twenty minutes or so allow the user to switch /v/s and see a board with different content.

But in all seriousness, though it's slow, it just needs posters to speed it up. If more and more of you keep posting, the post count WILL increase, and the overall speed of the board will come up to par with what you're used to. Just because a board is slow doesn't mean you shouldn't post on it. After all, you came to /v/ from /b/, didn't you?

You have to keep traffic spikes in mind with cloud hosting though. If future /b/ decides to ddos you, or reedit decides you are the hot new forum for portal 2 jokes, you're fucked. The cloud provider will happily throw you all the resources you need, but you'll be paying for it. If it's outside of whatever you have allotted for the month, your only option is to go down and stay down for a while.

I think you don't understand how multiple boards lead to the death of a chan. The reason most of these chan's aren't populated is because they are slow. Why are they slow? Because there are too many boards for too small of a userbase. If you have one or two boards, and expand as post count increases, you'll end up in a much better situation than you were previously. More people will post because the boards are faster, and you will then be able to add more boards because the userbase is already large enough. On a site like 4chan it doesn't really matter; it's one of the biggest websites on the internet, and it can add and remove boards as it pleases as was the case with /new/ and /r9k/ and it won't really affect the overall userbase. You complain about 4chan, but you never really allow for another alternative to come to fruition because you worry about the speed of the board. If you build it, over time it will come.

Both good and bad. Good because some of them have more awesome communities than others. Bad because that means people post offtopic shit. People post non-vidya on /v/ because they want to discuss it with /v/, not with /b/ or whoever. (4chon actually suffered a similar userbase split between its two main boards, except even worse somehow). Overall though I like that each board has its own flavor.
