The real moment of brilliance comes later in that same mission, when you have to break into a guy's office in a hallway that's patrolled by a cop and an annoying security camera. Three solutions I found were:

-The obvious stealth, get into the maintenance closet and find a ventilation shaft that leads into the office

About five bullets will kill you in DX. This part was after the whole 'spoiler event' that killed my stealth/non lethal playthrough, and I had a silenced pistol with a laser sight on it, already. That shit with the armor piercer drops most of them in one shot if you hit them in the head...so it's very simple.
If you don't, you're stuck where you will either get caught in a pincer attack or be relatively 'out in the open.'

If you can't do that, it is possible to sneak down using the back entrances in the alley to the second and third floors, and the vents.

Ok guys, I was hating the shit out of this game yesterday, it felt so cold, restrictive and frustrating until I tried doing things a bit differently today and now I'm really enjoying it.

I pretty much started knocking out every single guard in every single room, since there's no penalty for it and it's much more fun that sneaking past the guards because once they're all KOd I can explore freely, hack shit, read books, etc.

Also I learned to peek around corners to attract guards, I love that shit.

Stun gun, by all means. There's ammunition for it ALL OVER the place, it's incredibly accurate, it requires a lot less effort to use effectively (no headshots required, unlike the tranq gun), and its folding action is just plain sexy. The drawback is that you've got to be relatively close to use it (about the same distance as the shotgun) but luckily if you miss, there's no drawback (unless you hit a wall instead) because, for some reason, the loud CRACK noise it makes is completely nonexistent to enemies.

The problem with the tranq gun is that most of the areas that you'd be using it to snipe with are areas where it would actually be EASIER to just sneak around and zap people instead of camping out and trying to hit people when you haven't upgraded your accuracy yet - which you really shouldn't be doing in the first place.

There's a sewer that you can hop down into and it'll take you into the basement of the PD, right beside the morgue. Went through there, incapacitated the guard and the doctor within, got that shit and snuck around the rest of the PD to finish up other sidequests.
