Just throw together a standard brightly-coloured high-school series with the usual perky, wise-cracking pre-teens.
Then add subtle "grown-up" problems, like maybe one character has a teenage sister who's pregnant. Or perhaps one kids's dad is abusive and beatings or "bad touching" is implied.
As a season finale, the dorky girl is discovered giving her dog a handjob, and the other characters spend the episode trying to come to terms with such kinky goings-on.
