NC-17 films are films that all mainstream cinemas in America will refuse to show. The category has been used a stigma and assumed to be pornography. Also, newspapers, television and radio stations will not allow advertisements of NC-17 films.

So in effect any film that is classified NC-17 is banned from the movie market, just like the X category in the past.

The only possible solution to the NC-17 debacle is to abolish the NC-17 rating entirely, raise the R category rating to 18, and add a new category for 15 year olds (because there is too big of gap between PG-13 and R17+ categorizes).

(Or you can demand that your local cinema shows the film, but that will fall onto deaf ears, even if there is demand from the general American population.)

And, other than Germany, I don't think any of the major european countries ban films nowadays, yeah 20 years ago that was the case with the "video nasties" and shit getting well known for being banned, but 99% of those are now unbanned and i can't think of a film that's been banned in the UK for any reason in the last 10 years.

And NC-17 isn't government censorship? yeah, all but in name. It pretty much stops the film from being released or known about or advertsied. If it wants to make even a vague amount of money or get released in the cinema it has to cut out a crap load of stuff (usually sexual stuff as well, because apparantly violence is a-ok in US but sex is a big no no) to get an R rating. So essentially censoring what you can watch in your films.
