Because black people, or ''Negroes'', are human beings, thus they posses the ability to speak.

Every time I go to the theater, there always negroes there and they are always talking. I hear Aryans talking occasionally, but they keep their voices down. Negroes are loud and obnoxious when they talk.

I went to see Inception today and there were several negroes talking.

At one point, someone got shot, and some negroe behind me said "SHOT HIS ASS". At the end of the movie someone negress was saying "DAT TOP GONE FALL!"
