    I can imagine the government wanting to make it look finished, as opposed to the concrete shell it is now, but wasn't the problem with this building that the concrete used simply isn't up to the job? It can support the building itself, but not a hotel filled with furniture and people.

    Consider:

    Regardless of the quality of the brick (which I assure you is probably not great.)

    The government only needs to make it look good. Is doesn't have to have any body in it. Just throw some windows up and some lights.

    The people can then be told that it is restructured to its former glory. Make a mock up room, maybe photograph a constructed lobby full of "diplomats" and a shopped lovable Jongy with no date, and bam!

    You've got a restored hotel that noone has ever stayed in.
