    Only if the sails were able to fully negate the force of all of the wind produced by the fan. Since the sail will not do that (wind will easily flow around the sail itself), the boat will move backwards.

    Find the nearest standing fan you have, turn it on full speed, and pick it up and stand in front of it. Notice where the fan goes. If you move anywhere, then I want your ultra powerful fan, please.
