    Private industry has little reason for doing anything more than novelties for rich folks [all the private manned craft] or getting communications satellites to LEO on its own, which isn't really necessary. It is also not exactly necessary for NASA or any other agency to maintain a large team of design engineers when they can go to private contractors for that and then give them money to design what they want. This is the way nearly all government aircraft have come into being.
