    anyone below ~22, most of how they can act and what they have and do is given to them by their parents. highschool is an aristocracy. those with a little money and free time will be far more likely to be 'cool' than those who go home to hell every day.

    OP, it's because of power and privilege. Cool kids are considered cool because they are wealthy or belong to parents that are powerful in society. Most school bullies are very popular in school because they are connected with sports or with people with power in society.
