Part of the reason Africa is the way it is comes from the culture/religion. You can see similarities in places like Haiti, or many of the the predominantly black countries in the Caribbean. Many of the traditional/tribal religions rely heavily on magic or voodoo. It is a commonly held belief in many of these countries that there is little point in planning fr the future, as magic/fate will take its course regardless. This is why you don't see many politicians/idealists in Africa or the Caribbean who have solid *long-term* plans for their nations. It's part of the culture that planning ahead is a pointless activity, and doing so is often considered to be tempting the voodoo/magic to make your life worse.
