French and Spanish are both romance languages aren't they? Meaning that it'll be fairly easy for you to learn French after having learned Spanish.

Speak with the Spanish head. I've know people who didn't have Chinese requirements, but they had a 15 minute conversation with the main Chinese teacher in Chinese and he gave him credit for 101 and 102.

Since you're not able to take Spanish, take French.
