If you're looking for a starting part-time job like retail or something, a job not a career, I don't think references will truly matter. Just put some friend's family members or something, I doubt they'd call.

They only ask for references because it's standard to on an application. Just because those spaces are there, doesn't mean you have to fill them. Obviously they know people who haven't worked before won't have references.

OP here well i kinda want to get into an office, data entry sort of job instead of a regular retail or fast food sort of job.

For my first job I put family friends down. For example, I used to house sit for our neighbors who we've known for a couple of years and take care of their dogs when they went on vacation.

Try to think of something like that.
