reason you can't get a straight answer is that the meaning mutates all
the time. Originally it was a sort of extraordinary feeling that a girl
inspired. You felt you had a special emotional bond with that girl.
Since then it's been watered down to, and extended to, basically
anything. Any cute girl? She's moe! You are a passionate stamp
collector? You feel moe about stamps! It doesn't help that the word has
mutated even more in the west because people can't quite wrap their
heads around the concept. Perhaps the biggest change was that people in
the west thought moe was an adjective, when it's supposed to be a
feeling (though the difference is not always clear in Japan either).

Akamatsu hadn't written that misleading twaddle on the purity of moe.
His stuff is full of fanservice so he's sure one to talk about
