if you know where to look there is traditional animation done on TV still without it being from Japan or having it clipped and auto animated for you. There really isn't much "drawing" that goes into these kind of shows.

Pretty much they give you a scene, the assets for them and block out the poses and tweak the motion curves. There isn't much work in them.

There's no lighting work, comp work or anything. You pretty much just playing pose the character and that's it.

It's shit animation, done in a matter of days.

The style is typical of contemporary Canadian animation, which is why it looks like Clone High (Canadian!) and half the stuff on Teletoon and YTV these days.

its not a style, its a limitation to the programs people use. All of these are done on applications like Flash, Toon Boom, Anime Studio, where you have a rigged character that you position the individual parts to and then the computer computes the inbetweens for you (autotweening).
