TR is sent to Isshu after Giovanni comes back. They are sent to learn about the region. There is also a new group residing in Isshu and Jesse, James, and Meowth are sent to make them go public and see what their competition is.

Ash didn't gain full control of Charizard until halfway through the Orange League, and then what, 3 episodes into Johto and Misty actually started giving him shit for using it too much and he ended up sending it away. Fucking stupid move Misty, Charizard is by far Ashes greatest achievement in terms of Pokemon training.
