Buzzer is part of the Dead Hand system that monitors the meteorological
conditions in order to detect fall-out, APPARENTLY. It could be plenty
of other things, too, but that's one of the more likely guesses I've
heard. Numbers stations are, as you said, simply one-time pad encrypted
spy instructions. Spies are generally actually idiots, just under
deep-cover, so proper encryption and such is beyond them.
