VIPER is a Japanese term, used to describe the elite message board posters on sites like 2chan. You can read more about this phenomenon here:

As such, you'd expect that threads about VIPERs would be allowed on /jp/. But the janitor is constantly deleting threads about VIPER the Rapper. Can someone please let him know?

Active on-topic threads that go over a certain threshold of replies should never be deleted no matter how shitty the OP is, and it's good that they aren't. Unless, of course, OP rage-deletes it due to people having a normal discussion instead of following up on his funny ironic shitposting. Happens.
