I have no idea. If I had to guess, it's because the board has no topic and could potentially be used to discuss fiction with spoilers, and /r9k/ would have been supposed to be mature enough to handle spoiler functionality (unlike /b/).

It'd be more fun to have it as an option on every board.

It's also gay that /tg/ and other boards say you can't use it for porn. It's the perfect means of putting porn on a worksafe board: don't click the spoiler and you don't have to see it.
