And by "smartest" I mean that it has the most knowledgeable userbase, the most eloquent, well-thought-out posts, and the least amount of shitposting and memespouting.

Despite the board's reputation to the contrary, I've actually found /r9k/ to be a reasonably consistent source of fairly decent material.

There unfortunately is a fair amount of adolescent/twentysomething "that feel when no gf," spam and related misogynistic rubbish, but if you can overlook that, most of the rest is ok. Not necessarily stellar, but ok; and given what /pol/ has degenerated into these days, "ok," can be a serious upgrade.

Unfortunately there are signs of Stormfag migration into /r9k/, but they are slow and still relatively minor, at this point.

Like you said, /r9k/ (and 4chan as a whole) is made up predominantly of adolescents and twentysomethings. Since /r9k/ doesn't have a set topic to focus on, the topic of threads will gravitate towards what teens and young adults are interested in, and what concerns them. And what concerns them the most are sex and relationships.
