Yeah. There often seem to be CP threads in /b/, and even now there's one of guys posting children who are clothed. It's creepy as hell, though, as we still have sickos trading photos of young children to be used as masterbatory material. Should these threads be reported? Also, does 4Chan provide the IPs etc of people posting this shit to local law enforcement? Exploiting kids for sex is about the lowest thing a person can do, and if people are still posting that garbage it suggests there's not much of a disincentive (risk of getting v&) to stop them.

It's not actually Federal Law that moot is required to give IP addresses for criminal offenses. He has to comply if he is served with a Federal warrant, but he's under no obligation to report any crime.

If you fail to report a crime that you've witnessed, then you're violating a moral code but not the law. Obstruction of Justice is only for when you are questioned by law enforcement or when served with a legal warrant.

Actually, posting images of any minor without parental consent, regardless of the contents of the image, is illegal in all 50 states.

One defense to this is posting pictures of yourself. For example, a 16 year old posting a picture of themselves on Facebook is legal. You downloading that picture and reposting it elsewhere is illegal.

Another defense to this is still images from film or television that has a child actor or public images of public figures. For example, me posting this picture is legal even though I do not have parental consent.

The general rule when it comes to pictures of children is: No private pictures.

I doubt 95% of the userbase here have access to actual children in the first place. And that clothed children aren't considered pornography.
