Lets say we taxed a flat 20% of all income and gave a $500 rebate to each individual. Well guess what, its not a flat tax anymore. Individuals making less than $2500 now pay no taxes and as you get richer your taxes approach 20%. A person making $5000 would be paying only 10% in taxes.

Progressive taxes are good, the only question is how you curve the rates.

The reason the middle class hasn't had income increases for years is because they have had *benefit* increases through a variety of statutory and non-statutory means.
