I can't speak for New Zealand but I can speak for Australian university I attended.
Their only goal was to make more money. The universities enroll huge number of international students because they pay higher fees. That is all good and well. Money rules, however do not preach about academic excellence and all that nonsense. They are there to make money and that's all it is. When universities stop being money making businesses and focus on education again then we can also see improvement.
Would we get as many international students if they couldn't do stuff like this? I'm not saying all international students cheat but this seems a wide spread issue.

I recently graduated from Wollongong, and there's a plethora of international students there (mostly Asian, but I digress), who doesn't give a shit about grades, they're just there for the degree, and if it takes them a couple more years than usual, then so be it, after all life in Australia is a lot better compared to their home country. Plus they generally get unlimited funds from their parents, so they can live pretty damn lavishly.

I was busted by my university in first year for plagiarising a small amount of code. I lost all marks for that assessment, and almost lost the entire course as a result.
Years later, when I was tutoring a subject I had a number of chinese students copy huge amounts of code. We reported them to our chinese course coordinator, and the reports were buried. In fact, they managed to keep the marks in full.
The double standards are fucking infuriating.

I was seriously shocked when I started as a graduate teaching assistant at a major university. The international students (Asians, in particular) would blatantly peek at other students' exams during tests. In a huge class, it's pretty hard to police but I developed a system of publicly shaming them (making them sit right in front of me in the auditoriums) if I caught them.

You'd be surprised. A friend of mine got his mechanical engineering degree by essentially plagiarising students who actually knew what they were doing. He's leave it to the last 3 or so days to start his assignment. He scraped through on "just passes" for basically every class he took, and the only reason he did so was because the bulk of the assessment was assignments. Overall, exams were typically only 20-30% of the class mark, and even then he just barely passed the exams. This guy was typically pulling 51-59% for every class. Below 50% is a fail.
He's been working as a safety engineer on an offshore oil rig for the past 3 years.

all the asian exchange students in my classes could barely speak english. it was passable at best.

two of them did a group assignment and presented it in one of my classes. they REALLY should have seperated them, i dont know why the tutor didnt think of it, but she was quite young herself.

it sucked. it didnt follow any clear logical line of thinking. it was poorly researched. the key concepts... well you could tell they didnt really understand them. they put little asian bears and cutesy shit in the powerpoint for no reason, it was facepalm inducing.

they got a fucking credit plus, whereas my presentation was a little above average (didnt care much for the class, but thats not the point, it was still MILES ahead of theirs) and we got a credit.

I've never heard of chinese cheating at USYD. However, cheating is still rampant here (by people of all creeds). The best way to cheat is simply be part of the university colleges. The people there just share virtually everything from past papers to assignments, and just recycle and tailor them for the year below them. Quizzes are also not strictly patrolled, ie, you can 'take a shit' in the middle of a quiz, look at all the answers in the lecture notes on your phone, and no one will bat an eye. The thing is that since cheating is rampant, the course tailors to the cheaters. When lecturers suspect that the grade gets higher marks than the expectation, they simply make the course harder, so unless you have good networks, you're fucked.

One of my friends used to joke about there being a national ID-swapping conspiracy in China to send graduate students to the US. According to his story the top performers on the standardized tests would be quietly accepted into the Chinese MIC or "Beijing Missile Institute" as he called it. Since Chinese record keeping is opaque by US standards, the remainder of the students would simply be re-assigned the names of their higher scoring peers. Using these identities with good test scores they would apply to foreign institutions.

Later when I went to graduate school, I found out how it really worked. The first day we had to give demonstration lectures. These were evaluated by professors. The next day they told us whether we'd be teaching a course or grading homework. Most native speakers of English were assigned to front classes or teach recitations. A few native speakers were assigned to grade homework. They had weak lecturing skills. And then quite a few foreigners were assigned to grade as well, usually on the grounds that their language skills were weak. It didn't take long for me to notice that the positions weren't adding up. There were Asians that seemed to have no jobs. I asked a more senior student in the program what was up. He told me that those students were funded by their government. So it turned out that while everyone else competed for positions in the program, the PRC was paying tuition and stipends for a bunch of extra students and making our department rich.

Not really. Finland has almost identical performance with a much more lax schedule. South Korea has an extremely unforgiving school system that doesn't even pay off in terms of social benefit.

No, they don't. If you apply an immigrant filter, that isn't even true; but neither direction is statistically significant. You can't come to a meaningful conclusion about performance based on the available data beyond the fact that they are roughly identical in performance, but Finland has far more performance per study hour.
