That said federation culture is a weird amalgam of humanist ideals and military fetishism, and I loved when they used to explore the tension between that on tng, but ultimately star trek was only progressive for its time (and now, just generic action movies).

In seriousness, the series NEVER really directly explains how Federation society is specifically run, or how any of it works. This is a huge flaw of Star Trek. They avoid it because it's obvious that such a system could not work, and that people are still too deeply flawed.

The Federation has a president. Who's a humanoid of some sort (ST treats aliens as basically humans so it doesn't matter). He/She/It is going to be flawed as fuck. The Federation council will also be people. They will be flawed, and so forht. There's going to be corruption, and infighting, and so forth.

Yeah, that's a retcon. DS9 also introduced corruption, and some grit to the series. There's an episode with a General who wants to have a coup against the Federation leaders so he can properly fight the Dominion War, and Earth is paranoid about changeling infiltration. And there's Section 31, who are like scary CIA guys who get the dirty work done to keep things working. And although they're portrayed as sketchy, they are the ones who end up ending the war.

You haven't watched the show then. Starfleet is akin to the navy in terms of discipline and rules. However the Prime Directive prevents them from imposing their will on the species they encounter. A lot of aliens didn't join Starfleet.

I went through Legend of the Galactic Heroes, and kind of think that's how to revitalize Star Trek right. Add a political relatable element to it. Add corruption, political parties, and so forth. Continue the trend DS9 made.

Writer originally wanted that to be a commentary on America funding Contras. But Roddenberry didn't want the idea of any kind of corruption in Star Fleet. Roddenberry and a writer's strike are why S1-2 are pretty bad.
