That's a somewhat misleading statistic. It underrepresents the amount of actual H7N9 cases because people who contract it but don't experience extraordinary symptoms are less likely to seek medical attention, so we wouldn't really know if they had it. There could be 10,000 people who contracted it, felt ill and just took some cough syrup and went about their lives, or there could be 10.
