    Why wouldn't they just have the site remove the content, like they do now?

    YouTube, for example, already seems to be doing a pretty good job of complying with production studios in taking down music and movie stuff.

    Because that's not enough for them. They don't want anything potentially interfering with their control of the market. They want to stop piracy using extreme methods they don't really understand.

    It sounds shitty because it is. That's what happens when you have rampant uncontrolled free market capitalism, the biggest businesses get their hands in everything and start pushing bills like this with puppets in congress.

    Pretty much the biggest reason they want to do it this way is because they are already fighting sites like Google/Youtube and others for control over censorship, and being given the power by law to simply block the site from users would let them get around the lawsuits and fair use and all that stuff relating to rights.
