The first projection was in like 2009, the second projection was 3 years later. The Affordable Care Act slowly phases in its expenses over time. Now that we are 3 years down the timeline more of the expenses are being phased in. In fact, the CBO actually said costs were lower over this time period than they were in the initial projection.

And the "cost" is not really a cost- it's a deficit neutral law.
